In my opinion, the single-player mode is only worth playing solely because of the gameplay; the story is best not taken into account as it’s non-canon. Of course, ultimately you are the one who chooses to either enjoy the story or not.

In all honesty, I think there have been many other games that execute this concept well, and Resident Evil: Operation Raccoon City may not be worth playing nowadays. However, its sales and the select few reviews of gamers that talk about how good the mechanics of the game is and how fun it is, you may buy it and give it a try during a sale at Humble Store or Steam.
